Baltic Sea Region, Germany

Lead Partner: Ministry of Transport, Building and Regional Development Mecklenburg–Vorpommern

The spatial planning department of the Ministry of Transport, Building and Regional Development is responsible for the spatial planning within the county of Mecklenburg-Vorpommern.

Role in PlanCoast:

The Lead Partner took responsibility for the implementation and management of the project as a whole. Furthermore the Lead Partner implemented one of the first Maritime Plans (12 sm zone Mecklenburg–Vorpommern⁄Germany) within the European Union and developed the transnational recommendations on the future implementation of ICZM strategies and the introduction of maritime planning. It also shared its unique experience in maritime spatial planning and Territorial Impact Assessment gained throughout the BaltCoast project.

The Federal Ministry of Transport, Building and Urban Development

is responsible for the role of spatial planning within ICZM on a national scale.

Role in Plancoast:

Federal Ministry maked a decisive contribution in being responsible for the transnational, comparative study on IMSP (the PlanCoast Handbook). In addition it was responsible for the organisation of the final PlanCoast conference in Berlin, which was combined with an German national conference on Maritime Planning. The PlanCoast Handbook and othere results were presented there to the wider public.

Baltic Sea Region, Poland

The Maritime Office in Gdynia

is responsible for maritime safety, management of the sea areas (including planning), coastal protection, co–management of the coastal belt and ports (including environmental issues).

Role in Plancoast

The Maritime Office developed the very first maritime plan in Poland (western part of Gulf of Gdansk). The plan aims at resolving conflicts between all the uses, while managing the NATURA 2000 area as well as climate and sea level change. Furthermore the Maritime Office analysed the current role of spatial planning in ICZM in Poland and make a decisive input in the recommendations for maritime planning.

Baltic Sea Region, Poland

Regional Spatial Planning Office of the Pomorskie Voivodship

is a state–owned professional planning unit responsible for making spatial plans and strategies of spatial and regional development for the whole region of Pomorskie.

Role in PlanCoast

The Office created a GIS database of coastal uses and conflicts in the Pomorskie region and prepared two projects of coastal spatial development plans, for he Debina and Stegna municipalities. Through organizing three large stakeholder conferences in an intensive stakeholder participation process, it initiated a ICZM debate in the region and beyond.

Adriatic Sea Region, Albania

ECAT – Environmental Center for Administration and Technology in Tirana

was established 1995 by the EU/LIFE Programme and German and Albanian governments. It acts as an assistant and consultative body to the Albanian Ministry of Environment and has implemented a wide range of projects with a focus on environmental management, nature protection, waste management, water protection, energy conservation, etc.

Role in PlanCoast

ECAT Tirana has built capacities for developing and enforcing sound coastal zone management plan, strengthen the links among actors and key institutions and increase public awareness of coastal environmental problems. It identified sub–programmes and prioritized them on the basis of their cost–effectiveness, integration of sustainable policies into sectoral plans and strategies related to coastal area management. In particular ECAT Tirana created new best practice in the further development of a transnationally comparable GIS database of relevant information for spatial planning of coastal zones and maritime areas.

The Institute for Spatial Planning and Environment for the Herzegovina–Neretva Canton was only recently set up in Feb 2005 within the Ministry of Construction, Physical Planning and Protection of the Environment. It is responsible for all activities related to the preparation and implementation of environmental projects.

Role in PlanCoast:

The Institute developed an IT–system where previously scattered data is collected and organised in a systematic way. This allowed developing an inventory of existing and possibly future uses and needs, as a pre–condition for the preparation of proposals for spatial plans developed according to ICZM principles. The pilot project mainly cover the coastal municipality of Neum, which is effected by water pollution caused by activties ashore and unsuitable garbage disoposal on a porous karst on the Neum hinterland.

Adriatic Sea Region, Croatia

Priority Actions Programme⁄Regional Activity Centre PAP⁄RAC

in Split established in 1978, is a key component of the Mediterranean Action Plan (MAP). One of six RACs within MAP, the Centre has built up a global reputation due to its expertise in Integrated Coastal Area Management (ICAM) in all Mediterranean countries.

Role in PlanCoast:

Preparation of country reports and a synthesis report, as well as recommendations on maritime planning in ICZM frame at national level, as a contribution to the overall project’s Recommendations. PAP⁄RAC organized the 3rd PlanCoast Meeting in Split to present the results of the Joint Study on Maritime Planning in Adriatic Region. The linkage to other international iniatives⁄programmes in ICZM within the Mediterranean region (UNEP–MAP, SMAP, etc.) has enabled PAP⁄RAC to integrate PlanCoast Recommendations into the ICZM strategy of UNEP–MAP.

Adriatic Sea Region, Italy

Emilia–Romagna Region, DG Environment

Water Resource Protection and Regeneration Service (DG Environment) and its soil and coastal area protection service (Department of Agriculture, Environment and Sustainable Development) are carrying out activities of analysis, planning, management and assessment/review of sustainable management policies for water resources and aquatic environment. In 2005 Emilia Romagna approved the strategy and related guidelines on ICZM for the region.

Role in PlanCoast:

Emilia–Romagna region contributed with two pilot projects. The first pilot project concentrated on GIS application in scenario-making for the development of the Ferrara Cost, the second one tested the guidelines of the 2005 Emilia-Romagna regional ICZM strategy in the same area. The Emilia Romagna government also organized the closing conference in Ravenna, which was a great opportunity to share the experience of all pilot projects.

Adriatic Sea Region, Italy

Ancona Municipality

is a local government, operating in practically all the fields of public interest of the city of Ancona (100.000 inh.). Since 3 years the Municipality is fully engaged in various EU co–fundings programs, acquiring until now more than 10 projects, more of them related to the transnational cooperation and to the INTERREG framework (eg Adriatic Action Plan 2020 project).

Role in PlanCoast:

Establishment and management of the AWG (Adriatic Working Group) of the Forum of Adriatic and Ionian Cities and Towns. Ancona is hosting the secreteriat of the Forum since its start–up in 1999. Ancona Municipality also gave a technical and institutional support for the design and elaboration of the ICZM plan for Palombina, managed all the activities related to the involvement of the stakeholders of the Palombina area and provided all the information (territorial, economic, social, environmental, etc.) needed by the planning technical process of the pilot project.

Adriatic Sea Region, Montenegro

Public Enterprise for Coastal Zone Management

in Budva has been established 1992 by the Government of Montenegro. With vast experience in the process of drawing development programmes and plans as well as in international cooperation it is a decisive player in ICZM in Montenegro.

Role in PlanCoast:

The Coastal Zone Management Agency was the crucial partner for putting the ICZM National Strategy in Montenegro into practice and to further the policy and procedures fostering ICZM in Montenegro and the Adriatic Region. It expanded the spatial plan for the coastal zone in Montenegro (adopted 2005) by preparing a Sea–Use–plan for the Boka Kotorska Bay (105 km of coastline, a unique fjord–like bay listed on UNESCO Heritage List).

Adriatic Sea Region, Slovenia

The Regional Development Centre

in Koper is carrying out numerous transnational projects in the field of regional development, business promotion, human resources, employment development and innovation promotion.

Role in PlanCoast:

The RDA prepared a unique ICZM spatial planning project for the Slovenian coastal municipalities of Piran, one of the most important tourist areas of Slovenia. Furthermore the RDA has led the path towards developing a maritime plan for the Upper Adriatic area by preparing the necessary data from Slovenia and recommending guidelines for preparing a integrated sea–use–land–use plan, a proposal for a common legend and a series of maritime maps.

Black Sea Region, Bulgaria

District Administration Centre in Varna

organizes the preparation and implementation of district development strategies and programs. It coordinates the activities of decentralized executive authorities at district level and their relations with local authorities. It presents the regional plan for development and its annual progress report to the Ministry of Regional Development and Public Works.

Role in PlanCoast:

District Administration Centre Varna assested the regional studies and coordinated the process of identification of regional problems, needs and priorities in the field of coastal sea–use planning, spatial planning and ICZM. It helped to ensure that the implementation of Plan Coast project activities in the Black sea coastal zones and sea–areas is coherent with the regional and national policy lines

Black Sea NGO Network

The Black Sea NGO Network (BSSN) is an independent, non–political, non–governmental, non–profit voluntary association of NGOs from the Black Sea Region, founded in 1998. Its mission is to contribute to the protection, rehabilitation and sustainable development of the Black Sea.

Role in PlanCoast:

The Black Sea NGO Network has played a decisive role in ensuring public participation in the process of updating the spatial plans for the 7 coastal municipalities of the Varna district as well as in the process of developing a Maritime Plan for the Varna 12sm zone. It was therefore a key player in safeguarding and implementing one of the key ICZM principles. Furthermore it represented the point of view of non–governmental stakeholders throughout the Black Sea throughout the various transnational activities of PlanCoast.

Black Sea Region, Romania

National Institute for Marine Research and Development ‘Grigore Antipa’

conducts studies on following subjects: coastal zone management, oceanography, coastal and marine engineering, marine ecology and living resources.

Role in PlanCoast:

The main role of the NIMRD in this project was to give scientific support related to ICZM and in the same time supporting activities of the National Committee of the Coastal Zone (NCCZ) in compliance with the Romanian ICZM Law. NIMRD is the Technical Permanent Secretariat of the NCCZ. NIMRD also acted as the leading project partner in preparing a new coastal plan for Constanta according to ICZM principles and enter into the new field of spatial planning for maritime areas by preparing a maritime plan for the 12 sm zone of Constanta Black Sea. It also hosted the 2nd PlanCoast conference.

Black Sea Region, Romania

National Institute for Research and Development "Urbanproiect"

is the most important Romanian research institute for the spatial planning field.

Role in PlanCoast:

Urbanproject was practically involved in preparing two Romanian pilot projects of spatial planning in coastal and maritime zone according to ICZM principles for the area of Constanta and Tulcea, of which a large part is under protection of a Biolosphere Reserve Danube Delta.

Black Sea Region, Ukraine

Ukraine Scientific Center of Ecology of Sea

was created in January 1992 and is the main scientific Institute of the Ministry of Ecology and Natural Resources of Ukraine in the field of marine ecological investigations.

Role in PlanCoast:

The UkrSCES has linked the current discussions and activities of spatial planning in ICZM within the Ukraine. It also provided its know–how in GIS data generation and assessment and linked PlanCoast to other transnational activities within the Black Sea region outside the CADSES region (i.e. Tacis Black Sea project, Black Sea Commission). With its pilot project in preparing a maritime plan for the Odessa 12 sm zone it provided a key input into the generation of experience and possibly “best practice” in this completely new field of maritime spatial planning.
